| 19 May 2011 Opportunities in Public Sector Infocomm Tenders for FY2011 Projected to be Worth $1.1 Billion Organised by the Infocomm Development Authority of Singapore (IDA), the annual Briefing provides information to the infocomm industry about infocomm projects that are in the pipeline for Government agencies in the new FY. RADM(NS) Ronnie Tay, Chief Executive of IDA, noted that the overall outlook for the infocomm industry remains positive, with increased spending in IT and demand for infocomm services. He further noted that Singapore Government will continue to invest in infocomm to drive productivity and innovation within the public sector. In financial year 2010, the Government awarded 647 infocomm contracts worth more than $1.12 billion. This figure excludes the awarded amount of $850 million for the Schools Standard ICT Operating Environment project. The Government also continues to work with the industry to explore new and innovative ways to enhance service delivery across different sectors. Said RADM(NS) Ronnie Tay, "Besides the Government's investment in infocomm to benefit citizens and businesses, we will also spur infocomm innovation and productivity by nurturing a thriving and vibrant infocomm industry. Toward that end, we will continue to facilitate adoption of infocomm across sectors, as well as continued engagement and collaboration between the public and private sectors". The industry can look forward to collaboration opportunities through various Call-for-Collaboration (CFC) opportunities. These CFCs include the e-freight@Singapore and i-Singapore@Work. The CFC for e-freight@Singapore issued in March, is a business re-engineering effort to integrate the Singapore air cargo and logistics supply chain and is jointly issued by the IDA and the Civil Aviation Authority of Singapore. i-Singapore@Work, issued in April, aims to promote the integrated use of Government's geospatial data with the private sector's business data to derive synergistic benefits for our citizens and other businesses. New Infocomm Projects in FY2011 Agencies including the Ministry of Defence (MINDEF), the Defence Science & Technology Agency (DSTA), the Ministry of Home Affairs (MHA), the Ministry of Manpower (MOM) and the National Environment Agency (NEA) presented their upcoming projects. MINDEF presented a few key projects aimed at enhancing its operational effectiveness through the development of corporate IT systems. These projects include an improved Healthcare System, which seeks to provide better quality healthcare services to MINDEF and Singapore Armed Forces (SAF) personnel via the streamlining of business process and the integration of military healthcare records with national healthcare systems; as well as an Electronic Balanced Scorecard System, which automates the performance evaluation processes of MINDEF and the SAF units. DSTA outlined its intent to develop new capabilities in the next three years. Two major projects to be implemented in FY 2011 were presented. The first was the transformation of the DSTA Intranet to improve information accessibility as well as promote collaboration and connectivity among its staff. The other project was a new Enterprise Resource Planning (ERP) system that is expected to increase productivity and business efficiency within the organisation. MHA will be procuring AIMSIII, which is a framework agreement which covers the application and infrastructure development, support and maintenance for MHA systems. Among many initiatives from the Home Team departments, the Singapore Police Force intends to acquire systems to enhance road-safety enforcement such as the Digital Traffic Red-Light System and Digital Speed Enforcement Camera System. Separately, the Immigration & Checkpoints Authority (ICA) will be implementing a Flexi Immigration Clearance System which allows the ICA to flexibly toggle between automated and manned counter for immigration clearance. This system allows the ICA to boost operational capabilities. MOM will be implementing two key projects. It will develop an integrated IT solutions system to support its customer relationship and communications management functions at the new MOM Bendemeer Service Centre. The Centre, which will be ready in the second half of 2012, will consolidate all of MOM's public-fronting services on employment matters, work injury compensation, and foreign manpower management to provide an improved one-stop service to its customers. Through an integrated IT system, MOM aims to raise service efficiency and enhance customer's service experience by leveraging new technology and service innovations. The Ministry will also be engaging the industry to implement an integrated Foreign Manpower Management System (inFORM) to enhance officers' efficiency and effectiveness in the enforcement and management of foreign workforce. inFORM is a one-stop service portal that allows public, employers, Foreign Workers, Foreign Domestic Workers and business partners to transact with MOM through various channels such as web, mobile and Internet Protocol TV (IPTV) to enhance industry engagement efforts. The National Environment Agency (NEA) presented a few of its key projects including the Integrated Operations and Command System (IOCS) and the Smart Environment System (SES). These systems will leverage on advanced infocomm, communication and sensor network technologies coupled with business analytics and predictive modelling capabilities to enhance NEA's services. Such systems provide NEA officers with access to real-time information and alerts on different situations, ranging from crises incidents, routine operations to surveillance and monitoring operations. It will also enable NEA to collaborate seamlessly with partner agencies and research institutes, and together with the upcoming mobile devices platform, to deliver innovative services and products to the public.
